To provide a holistic understanding of highway management principles, including:

 

  • Legal, institutional and operational basis

     

  • Latest approach to asset management

     

  • Client and stakeholder perspective

     

  • Impact of risk
  • Programming, including whole life costing
Learning Outcomes

Stu dents should have a good broad understanding of highway management including:

 

  • the drivers for highway management and the methodologies employed to deliver highway maintenance

     

  • highway asset management, including being able to produce outline highway asset management plans (HAMP)

     

  • the principles of whole life costing and how they are applied

     

  • how public expectations impact on highway service and the funding thereof

     

  • public consultation, including being able to draft an outline consultation exercise

     

  • how risk impacts on highway management, including levels of risk and impact on reliability

     

  • corporate governance and insurances

     

  • how to programme to minimise impact on road users and other stakeholders

     

  • programming of works, including being able to produce an outline highway programme
  • effective communication with stakeholders
